The National Security Service (NSS) has issued a final warning to the public, businesses, and tailors, declaring that anyone found manufacturing, selling, possessing, or wearing official NSS uniforms, camouflage, or insignia without written permission will face immediate arrest and prosecution.

Speaking through a public notice issued on Tuesday, NSS Spokesperson David John Kumuri stated that the Internal Security Bureau (ISB) has observed a growing trend where individuals and private companies are illegally producing, trading, and using official security attire.

“The Administration of the National Security Service – Internal Security Bureau wishes to issue a strict and final warning to the general public, business companies and owners, tailors, designers, and others regarding unauthorized handling of official National Security Service attire,” Kumuri said.

The agency emphasized that such practices pose a serious risk to public safety, national security, and the integrity of the institution.

Under the new directive, tailors, designers, and manufacturers are prohibited from producing NSS uniforms, camouflage patterns, insignia, or official dress codes without prior written authorization from the NSS. The notice also bans the sale, purchase, and distribution of these items in markets, shops, and private premises.

It further clarified that civilians and unauthorized persons are forbidden from possessing or wearing any part of NSS uniform, tactical gear, or camouflage — even if claimed to be for fashion, filming, or private security purposes.

These acts constitute criminal offences under Section 91(c) of the NSS Act 2024 (as amended) and Section 77 of the South Sudan Penal Code Act 2008.

“Anyone found violating these directives after the publication of this notice will face immediate arrest,” David John Kumuri stressed. “The law will take its full course, and offenders will be prosecuted to the highest extent of the law, including heavy fines and imprisonment.”

The NSS has urged citizens to remain vigilant and report any individuals or businesses involved in these illegal activities to the nearest security authorities.
