Acuei suspends undersecretary after controversial restructuring

The national Minister of Health Elizabeth Acuei has suspended Dr Victoria Anib Majur who serves as the undersecretary in her docket.
Acuei issued a ministerial order yesterday suspending Dr Majur and replacing her forthwith with Dr Samson Paul Baba who will serve in an acting capacity.
‘‘In exercise of powers conferred upon me by Article 114 (2) (c) and Article 31 of the Transitional Constitution of the Republic of South Sudan 2011 as amended, read together with the Republican Decree No:222/2020, I Hon. Minister Elizabeth Acuei Yol, Minister of Health do hereby issue a Ministerial Order… suspension of Dr Victoria Anib Majur from her duties as the Undersecretary in the Ministry of Health…Dr Samson Paul Baba shall serve as the acting the acting Undersecretary in the Ministry of Health,’’ she stated partly on the ministerial order seen by the City Review yesterday.
The minister also ordered the formation of a disciplinary board in accordance with the provisions of the Civil Service Act and Regulations to investigate the recent restructuring that she recently rescinded and report to her after 90 days.
Although the order was issued on October 19, was issued yesterday.
Dr Majur’s suspension comes a few days after the Vice President for Service Cluster Hussein Abdelbagi and Acuei differed on proposed managerial changes at the Juba Teach Hospital (JTH).
On October 10, the VP Abdelbagi directed Majur to “conduct all the necessary changes in the management of the Juba Teaching Hospital that may assist in finding an amicable solution to the ongoing crisis at that institution”.
As a consequence, Majur made reassignments touching on the directors and the director generals at the ministry only for the minister to revoke the reappointments in Ministerial Order No 22/2021 terming them illegal.
On Tuesday, the South Sudan Union of Doctors (SSDU) petitioned President Salva Kiir to solve the chaotic impasse and save the face of the besieged medical sector.
“The SSDU further calls on H E Salva Kiir Mayardit and the entire Presidency to quickly intervene, find a lasting solution to the differences, and put the MoH back on the right path,” partly read the statement.
“The SSDU hopes the Presidency will encourage the MoH leadership to maintain high integrity and professionalism and carry out their mandate for the benefit of the people of South Sudan.”
