Delayed salaries, high cost of living and insecurity dominate CES Caucus Meeting

Members of the Central Equatoria State Parliamentary Caucus in the Transitional National Legislative Assembly and Council of States have raised alarm over delayed salaries, the rising cost of living, and worsening insecurity in the state during a high-level meeting held with the state Governor, Rabi Mujung Emmanuel.
Top among the issues discussed were delayed salaries for civil servants and security personnel, a rapidly deteriorating economic situation, and persistent insecurity in parts of the State, particularly in Yei and Morobo counties.
Hon.Festo Lemi, speaking on behalf of lawmakers, expressed grave concern over recent retreat by the Uganda People’s Defense Forces into Kajo-Keji County.
“These are not just political issues; they are real-life challenges affecting the daily lives of our people,” said Hon. Festo Lemi. “The cost of basic goods is skyrocketing, families are going without pay for months and security threats continue to displace communities.”
The MPs called for urgent interventions to restore regular salary payments, stabilization of the local economy and secure uncomfortable areas to allow for the safe return of internally displaced persons and refugees.
They also flagged the issue of land grabbing in Juba and alleged interference by the National Revenue Authority in state-level revenue collection as factors worsening the situation.
“We need inclusive dialogue and action to address these challenges. We have asked the Governor to involve us in any efforts aimed at reversing this trend,” Hon. Lemi added.
Governor Mujung acknowledged the growing frustrations and emphasized his administration’s commitment to restoring stability and improving service delivery.
He reiterated the importance of strong collaboration between the Executive and Legislature as he outlined his strategic priorities focused on peace, security, and unity.
The meeting concluded with both sides pledging closer cooperation to address the State’s growing socio-economic and security challenges.
